Nice idea! Here's the contact page for a flag shop in Vancouver, Canada. I think they do custom orders for flags. http://www.theflagstore.ca/index/2/ I'm sure there's American stores like them too, as it would be a hassle to import these into the States. Custom flags?

I got an idea for making school flags for our track meets, so after someone wins, they get a flag like in the Olympics/WC. What type of material would be best to use for the flag itself?
I'm getting the design screen printed..

Petrov model emphasizes a strong and quick leg swing, while tuck model has you "load up" the pole as you tuck to make it "shoot" you up as you extend.

That happened in our league too...only up til this year that the rest (except for one) of the schools began their own pole vault programs.
