The NCAA rule is clear and well written. I have yet to see that anyone has submitted an iterp to them as is their procedure requires. They have not reason to put out a release if no one is asking them to interpret the rule. 99% of the college coaches I have spoke to have wanted a better interpretat...

In my opinion ASTM is a way to pass the blame. If the NCAA were to come straight out and state their interpretation of the rule in the NCAA rule book they would be liable if anything went wrong. This is why I think the 'And' in the rule was more of a wording error on their part that they will allow ...

No. If your hands are wet use chalk. But putting glue type substances on your hands will just mess up the pole tape for anyone else that does not like a sticky pole.
