Get 2 bike tubes with flats from local bike shop
Cut off valves w/ scisors.
Tie tubes together.
Tie rope on the ends of the tubes to attach to the standards.
Total cost about 15 minutes of your time and a buck for rope if you don't have any

Your best bet is to join one of the many clubs in the US. I run one in Milwaukee, Earl Bell has one in Jonesboro, Arkansas, Jan Johnson has one in Atascadero, CA, Dean Starkey runs one in Arizona etc., there are many good clubs, pick your best training location and go from there.

I think the most important point is that helmets MAY help or MAY NOT help. As there is no positive evidence either way the WIAA, nor any other governing body, should mandate their use.
