If taking off under is a psychological block, get a smaller pole or even just grip down. Be pathological about being where you are supposed to be when taking off without having to worry about not making it in. Inch your grip back up, or try starting to use the normal pole. Let basically anyone try it out for a while. Play in the sand... get them swinging over a bungee at the height of their own body within the first few practices. BtB drills are real winners. For what it's worth, I heard once (and I can't remember from where but remember it being rather authoritative) that someone who can snatch his own body weight has enough strength for a 6m jump. I'd say your athlete is doing great in this department. Vertical, speed, and coordination/technical skills.

Two different extremes in drilling might be helpful... Stiff poles (completely), and soft poles (crushable). Try going back and forth between them with 3-4 step runs, full jumps.
