I heard Jenn's calf tightened up and she decided not to jump. Demi broke a pole in warmups and dislocated her thumb. Sounds like winds were swirling earlier but not sure about when they were actually competing... seemed like the men jumped well at the same time?

Some small schools will take walk-ons that are fairly low, but obviously check with the school first.
Or you could go to a college near a pole vaulting club and train with the club.

Hartwig's mark was never ratified by USATF (because Jeff didn't know that he needed to submit the paperwork), that could explain the discrepancy.
