I used the black corrugated tubing for a couple of seasons and if it isn't lined (and mine wasn't) it puts black marks all over the poles in addition to being hard on the tape. The rule says that the pole "may have a binding of no more than two layers of adhesive tape of uniform thickness in the hand area." I've never seen a definition of "adhesive tape."
