Unless you're doing a ludicrous amount of straight poling, it's unlikely that is the cause of your fatigue. I wouldn't focus so much on your lower abs but rather on strengthening the front of the body as a whole. High bar work is great for this. It depends on a few things. If you have poor running form then simply training for the 400m won't help much and may hurt in terms of reinforcing bad form.
