NCAA legislation changes

As the President of our school's SAAB and a member of the PAC-10 SAAC I was priveledge to some info today. Actually its public knowledge, just not everyone knows about it yet.
Management Council met recently and voted to adopt the following amendments to the NCAA rule book:
2002-83-A - increase individual limit to cost of attendance - approved.
Athletic aid only up to full grant, but other aid unrelated to
athletics can make up the difference.
Yeah more money!
2003-139 - medical expenses - amended and approved. I'm still trying
to figure out what exactly was approved. Essentially we can pay for
medical expenses for athletically related injuries that occur at any
time, but not any and all medical expenses. We'll see what more
comes out of that
2007-74 - travel day considered a day off - was defeated. Therefore,
status quo, if no countable athletic activity occurs on a travel day
it may be used as the one day off per week.
so if you need more clarification let me know, I'm not 100% sure I can give it, but I'll try.
