New to pole vaulting

Trying to get all the information that I can. My 14 year old son loves pole vaulting his personal best is 11"6. He is trying to get 12"4 to beat his school record but needs a 13"0 pole and the school does not have one. What all do I need to do to look for used poles? What exactly is the "flex" of a pole. Any information is greatly appreciated. New mom to the sport

Check with Kris Allison of Lone Star Pole Vault. He usually has a pretty good inventory of used poles. His website is http://www.lonestarpv.com/
