Tori Pena, Ireland, 4.15 (not her best of the year, but she can only start setting Irish records after she declared herself Irish, I guess).

Pole Vault Singapore ‎Rachel Isabel 冰洁 Yang broke her National Record with 3.81m in this morning's SAA Pole Vault Series 2. This height also qualifies her for the Asian Games held in Guangzhou, China end of the year.
