Reno and the NCAA

A coach forwarded this to me from their compliance office. What do you all think?
Below is information related to the  2005  Pole Vault Summit as confirmed by our membership services contact person. Just wanted to share this information in case you receive similar inquiries.
Date of Event – January  21-22, 2005, Reno, Nevada
Website -  www.polevaultsummit.com
Expenses – Institutions may provide actual and necessary travel expenses to a student-athlete to participate in this event provided the student-athlete is competing during the institution’s declared playing and practice season and provided the team/individual date of competition is counted appropriately.
Skill Instruction – In previous years, a clinic was held in conjunction with the event which provided skill-instruction to the participants by outside consultants. Please be advised that if a student-athlete receives skill/coaching instruction from an outside consultant, then that individual would be required to count in the institution’s coaching limits per Bylaw 11.7.1.1.1.4. Additionally, it should be noted that a student-athlete could participate in a clinic provided he/she is competing in the Pole Vault Summit but could not participate and receive expenses for the clinic only.
Volunteer Coaches - The website states that the NCAA has granted a waiver for institutions "to pay for registration and expenses to the Pole Vault Summit for a volunteer coach". After consulting with Laura Wurtz and the NCAA membership services staff, such a waiver has in fact NOT been granted. So it would not be permissible for institutions to pay expenses for their volunteer coaches to attend this event.
