Focus on the athletes right arm. The arm is bent during the plant and takeoff. Lots of takeoff drills can really help this athlete.

Top arm is pulling and I suspect that he is under on his take off foot. Try to film from the side of the runway at a ninety degree angle at the pit. Also, film the entire run. It will help us to see if he has a run/plant problem.
