NEW PV Safety Rule

This should be one of the first rules when you open the book:
Any athlete that has never touched a pole vault pole will not be afforded the opportunity to do so, for the first time, in a meet.
I know it would be hard to monitor this and justify automatic disqualification but it's a serious safety issue.
