Hard Surface

The school I coach at just refurbished the track and pole vault area. The contractor poured a concrete pad under the landing pit, but also poured an angled concrete pad extending from the runway to the outside corners where the front buns would be. It meets the runway about 6' in front of the front buns. I brought this safety issue to the attention of the AD, but didn't like the response (it would be covered with the spray covering). Not good enough! Is there a rule I can point to about no exposed hard surfaces? All I have seen is a reference to covering exposed surfaces if the pads are undersized.
