UCS Measurements...

The UCS poles have the weight rating band like 5" or so from the top of the pole.

Does the given length of the pole measure from the tip to the band? or to the actual top of the pole?

Just UCS poles.

all pole lengths are the entire span of fiberglass regardless of brand or grip band location.

So a 13'6" 140 UCS would be generally softer than a 13' 145 PacerFX?

That's correct, but make sure you're not overbending the pole - certainly not past 90 degrees, and often times less bend is better - whatever grip gets you landing in the center of the pit with your standards between 60-80cm and no sinking on the pole after takeoff.
