Thanks Vaultref. I will get right on this. I assume that 2 signatures is the minumum from other NCAA Head Coaches so I will try to get more.
Also, I don't see how you can expect me to make it applicable for every governing body. NF rules are already very different for the pole vault. Also, if the USATF is not consistent with the IAAF then why should I worry about the USATF being consistent with NCAA. I will definietely look at the USATF though because I feel that the rules for the NCAA should follow those guidelines.

Carefull here, every rules year, the codes do become closer and closer together.. After all, track and field is track and field, if you know what I'm saying. USATF is coming closer and closer to IAAF every year.
I do have some bad news for you. I found out last night that USATF made a rules change in the pole vault at the convention that aligns the catching of the pole with the IAAF. The bad news is that the words will prohibit "anyone" from catching a pole that is not falling away from the pit.
I will suggest to you that the other two codes (NCAA and NF) will follow suit in the following year or years.

If they are adopting rules related to my issue then it seems to be a topic of conversation at even the USATF and IAAF levels.

The runway markings are now legislated -2006 NCAA Rules
Rule 1 New Construction
Notice the elimination of Imperial measurements.
Imperial Measurements. Most imperial measurements have been removed from
the book. (See Rule 1 Introduction, page 17)
ARTICLE 3. The center of the runway shall be marked with a maximum of
seven permanent lines in the pattern shown in Figure 6. Each line is 5 centimeters in width and 30 centimeters from an adjacent line. Each short line is 30 centimeters in length. The long line is 90 centimeters in length.
The distance from the edge of the long line furthest from the landing pit to the point where the back of the vaulting box meets the runway is 3.70 meters.

the HS athlete understands metric.
All our races are in metric (even though some areas do run a true 1 mile and true 2 mile).
All measurements in HS multi-events are conducted in metric.
When running a PV at a collegiate facility, they are requested to ask for standards positioning in metric.
